Weatherization (insulation & air sealing)

    Windows incentives are paid at $5 per sq. ft. of installed windows, up to $750

    • Windows must have a U-value of 0.30 or less.
    • Windows must be installed by December 31, 2012.
    • New windows must replace existing single-pane wood- or metal-framed windows –OR– double-pane, metal-framed windows.
    • Home must meet minimum insulation requirements in the attic (at least six inches); wall (more than one inch) and floor (more than four inches).
    • Incentive does not apply to new construction or additions which expand the home’s current square footage or cubic footage; nor does it apply to self-installed windows.
    • One incentive per address.

    Steps to qualify for PSE Incentives

      Duct sealing and insulation jobs must be completed by an independent contractor, pre-authorized by PSE.
      Only homes built prior to 1990 qualify for duct sealing, insulation and Home Performance with ENERGY STAR incentives.

    Duct: Incentive paid at 50% of installation cost, up to $500

    • Current duct insulation must be one inch or less
    • Must install to R-11 or greater and must be completed with duct sealing to qualify.
    • Ducts must not be in extreme disrepair.
    • At least 30% of ducts must be accessible from the exterior with no mastic present.
    • No ducts in the basement shall be sealed.
    • To upgrade existing duct sealing, all accessible ducts must be sealed and repaired with a maximum of three linear feet of duct replacement. Basement ducts do not qualify.

    Duct: Incentive paid at 50% of installation cost, up to $500

    • Current duct insulation must be one inch or less
    • Must install to R-11 or greater and be combined with duct sealing
    • Ducts must not be in extreme disrepair
    • More than 30% of ducts must be accessible from the exterior with no mastic present
    • No ducts in the basement shall be sealed
    • To upgrade existing duct sealing, all accessible ducts must be sealed and repaired with a maximum of three linear feet of duct replacement
    • Basement ducts do not qualify

    Performance Tested Comfort Systems (PTCS) duct sealing: $150

    • Testing must be completed by a contractor with PTCS duct-sealing certification.
    • Work must follow PTCS duct-sealing standards for existing home.

Heating & cooling

    Electric forced-air furnace to air-source heat pump conversion: $1500

    • Must upgrade to an Air Conditioning, Heating and Refrigeration Institute (AHRI) performance-certified heat pump with a minimum efficiency of 8.5 Heating System Performance Factor (HSPF) and 14 Seasonal Energy Efficiency Ratio (SEER).
    • Can only be combined with heat pump sizing and lock-out control incentive.
    • Auxiliary heating sources do not qualify for additional incentives.
    • Electric zonal customers are not eligible.
    • Home cannot have an existing heat pump, ductless heat pump, gas furnace or gas boiler.
    • Written pre-approval from PSE required.

    Ductless heat pump: $1200

    • Heat pump must be AHRI certified, use inverter technology and be a minimum one ton in heating mode.
    • At least one ductless heat pump unit must be installed in the main living area of the home.
    • Previous heating system must be electric zonal (such as baseboard, cable or wall heater), electric hydronic or electric forced-air furnace.
    • Home cannot have an existing heat pump or natural gas service, even if only used for cooking.
    • Cannot be combined with any other space heating incentive.

    Air-source heat pump sizing and lock-out control: $300

    • Existing air-source heat pumps more than 12 years old are not eligible.
    • Customers planning a new installation or submitting an existing installation must provide PSE-sizing documentation completed by a qualified contractor.
    • Documentation must indicate the system is properly sized for the home and meets PSE requirements.

    • New air-source heat pumps must have 8.5 HSPF and 14 SEER.
    • Lock-out control for auxiliary heat (electric or natural gas forced-air furnaces; propane furnaces are not eligible) must be set to 40° and have a sensor installed capable of reading outdoor temperature.

    Resident must:

    • Be an occupant in the home for the previous 12-month period
    • Expect to occupy the home for an additional 24 months after installation
    • Agree to share prior 12-month billing history
    • Agree to share up to 24 months of billing history after installation

    Incentive can only be combined with air-source heat pump incentive or forced-air furnace to heat pump conversion incentives.

    Home Energy Assessment with EPS: $450

    A Home Energy Assessment with EPS is performed by a participating Kitsap County Building Performance Institute (BPI)-certified contractor. Homeowners receive an Energy Performance Score (EPS)—a detailed energy-consumption report similar to a miles-per-gallon report for your home—which documents your home’s current condition and prioritized energy upgrades.

    Price list (based on size of home)

    • 1,000 sq. ft. or less: $496
    • 1,001 sq. ft - 2,200 sq. ft.: $550
    • 2,201 sq. ft - 3,200 sq. ft.: $650

    Home Performance with ENERGY STAR: $400

    • Complete a Home Performance with ENERGY STAR test-in evaluation to document the home’s needs and eligibility; test-out evaluation must be performed to document completed improvements and leave the home in safe operating condition.
    • Test-in and test-out evaluations must be performed by a PSE-Qualified Specialist.
    • Homeowner must also complete one PSE-qualified duct sealing incentive, one insulation incentive and an additional water heating, space heating or insulation incentive.

    This loan program makes it easy for homeowners to make cost-saving improvements which help save energy, increase the comfort, health and safety of their home, and protect the environment.

RePower offers cash-back incentives to residents of Kitsap County.
